Project on the Enhancement of Creative Education

The White Paper on Creative Education was announced in 2002 by the Advisory Office of the Ministry of Education. The ministry’s overall goal is to create a “Republic of Creativity (R. O. C.)” here in Taiwan. According to this vision, the Project on the Enhancement of Creative Education was established immediately and has been implemented for the last four years (2002-2005). The project includes eight categories of programs and subprograms.

1. Programs for creative learners
a) Sponsoring and organizing the Intelligent Ironman Creativity Contest for senior high school students.
b) Inviting college students to reshape the image of the community around their campus.
c) Providing an inter-university course, “Generation and implementation of creative ideas”, for college students.
d) Providing various summer camps for college students to develop their creativity.

2. Programs for creative teachers
The project invites teachers from elementary schools, high schools, and universities to form teams of action research. All action research has to be beneficial to the creativity of both teachers and learners. Cooperation and team learning are encouraged. Currently, about seventy-two teams have been built up.

3. Programs for creative campuses
Creative ideas for campus design contests were held for college students. Some creative designs received financial support to realize their ideas.

4. Programs for creative design of curriculum and instruction in some domains

Creative curriculum and instructional innovation at college level were supported in the following domains: engineering, business, education, and architecture.

5. Creativity information banks
Websites, data banks, and digital learning platforms about creativity are supported.

6. Creativity promotion
For building up a cultural and ecological context for nurturing creativity, the project office publishes a series of digital news-letter as well as cooperates with various journals, magazines, newspapers, and TV programs to cultivate creative climates in Taiwan society. The ministry also held a national fair on creativity education, which attracted more than sixty thousands people .

7. International connection for creativity education
Several teams were organized to visit creativity-related centers, schools, conferences, and museums in USA, Europe and Japan, several international conferences related to creative education were held in Taiwan. The White Paper on Creative Education was translated into English and sent to international peers and organizations.

8. Local creative education programs
All city and county education bureaus were invited to submit proposals to promote creativity in schools. Creative proposals were selected to receive grants from the ministry and consultation from experts in the academic community for implementation.
